About Us As Municipal Director, you are the municipality's highest-ranking official and lead the entire municipal administration. You report directly to the Municipal Council and serve as the link between the political leadership and the civil service organization. You are responsible for the municipal administration and represent the municipality in external contexts. About the Job As Municipal Director, you are responsible for leading, coordinating, and developing the municipality's operations. You lead with a holistic perspective and prioritize residents' needs by creating accessible, high-quality services. You promote dialogue, participation, and transparency throughout the organization. In the role, you will: • lead the municipality's administrative organization and its managers • ensure that political decisions are implemented, followed up, and translated into practical action • be responsible for the municipality's finances, budget, work environment, and overall governance • drive strategic development and change management throughout the organization • represent the municipality in external contexts and develop relationships with businesses, authorities, and other stakeholders • work with environmental monitoring and long-term development of the municipality's operations You are expected to actively contribute to strengthening the holistic perspective in the organization and creating conditions for high quality in the municipality's core operations—education, support and care, and community building—and ensure that Tomelilla is a safe and well-functioning municipality. About You We are looking for an experienced and strategic leader with the ability to drive development and efficiency improvements in the organization and operations. You are a confident manager who understands the conditions of a politically-led organization and has a clear ability to lead through others. Requirements • university degree at bachelor's level minimum with relevant focus for the position • management and leadership training at strategic level • several years of experience leading large organizations • experience working in public operations and in politically-led organizations from multiple workplaces • experience in strategic organizational and operational development • strong ability to handle changing circumstances in a structured manner and find constructive solutions to challenges • experience and knowledge of the municipality's mission and legislation • good understanding of the municipality's core operations such as community building, education, care, and culture • very good knowledge of Swedish and English in both speech and writing • strong interest in digitalization and AI and good ability to translate digital opportunities into practical operational benefit. You are accustomed to working in digital systems and see technology as a natural tool for developing work methods, increasing efficiency, and strengthening service. Meritorious • experience with business matters, joint-stock companies, and group formation • experience representing operations in media and other external contexts • good knowledge of languages in addition to Swedish and English You have an easy time building relationships, communicating, and networking, both internally and externally, and you thrive in the role as the face of the municipality to the outside world. You are pragmatic and solution-oriented and have great respect for democratic decisions and residents' priorities.
