Procurement Specialist

Job Description Vaxholm City is now seeking a procurement specialist who wants a central and operations-focused role in our organization. We are looking for someone who either already has experience in procurement/public purchasing, or who has a relevant background – for example as a business economist – and wants to grow into the role. If you are new to procurement, you will receive thorough training and support from experienced colleagues to develop within the Public Procurement Act (LOU). The role is broad and spans across the municipality's different operational areas – from social services, care and support placements, and personal transportation to contracts within operations, construction, and property management. You will have a key position where you both drive your own procurements and represent the municipality in various collaboration forums and joint procurements with other municipalities. The position is placed within the Finance and Procurement Unit, which consists of ten employees. The procurement function is led by a procurement manager and currently staffed by three procurement specialists. Responsibilities You have: • University or college education in, for example, economics, law, procurement, or technology, vocational education in procurement and public purchasing, or other education that the employer deems equivalent. • Analytical ability and business acumen that you want to use and develop in a procurement specialist role. It is a merit if you have: • Experience in conducting procurements according to the Public Procurement Act (LOU). We place great emphasis on personal suitability and are looking for someone who is confident, has a good ability to build trusting relationships, and a willingness to understand the business. You have strong analytical ability that allows you to efficiently collect, structure, and interpret data regarding prices, volumes, and market conditions. You are curious, solution-oriented, and quick to learn. Qualifications In the role of procurement specialist, you work closely with operations and function as a supportive service function. Your main duties include: • Conducting procurements and putting out to competitive tender the agreements the municipality needs to prioritize. • Analyzing spend, supplier structure, and price development, as well as identifying cost drivers. • Building professional relationships through regular dialogue and follow-up with operations and suppliers. • Being a pragmatic collaboration partner who helps operations manage timelines and unforeseen events. • Evaluating and challenging existing suppliers and solutions to continuously improve processes and working methods.
