Your New Role Höglandets IT is seeking a business development manager for a central role at the intersection of operations, development, and IT. This is a position for you if you're not satisfied with just describing how things should work, but want to be involved in shaping how we actually work, make decisions, and create value in the everyday lives of our member municipalities. With us, you will work closely with operations in municipalities, municipal federations, and municipal companies. You contribute to capturing, understanding, and translating the needs of operations into clear decision-making foundations, prioritization, and implementation. The role also involves contributing to sustainable management of development initiatives after decision-making and implementation. You will become a key person in strengthening the quality at the beginning of development work, where making the right choices makes the greatest difference. As a business development manager with us, you have a clear mandate: to create structure, direction, and conditions for development by working with needs, analyses, working methods, and collaboration in municipal operations. The focus lies in the early phases of development work, while you maintain a holistic perspective on the entire lifecycle, from initiative to implementation and management. You help operations formulate their real needs and create understanding of how those needs connect with existing and future digital conditions. You support our operational contacts with methodology, structure, and working methods, and collaborate closely with architects, project managers, and specialists to ensure that the right conditions exist for the next step in the development chain. The role is both operational and strategic, contributing to ensuring that operational needs are understood correctly, that decision-making documents are of high quality, and that development initiatives achieve greater accuracy and impact. The role also includes responsibility for following up on and managing initiatives based on a clear holistic perspective over time. You are part of the unit for Project Managers, Operational Contacts, and Business Development Managers and work closely with both municipal operations and internal functions within Höglandets IT. Work tasks may vary over time based on operational needs, ongoing initiatives, and organizational development. About You We are looking for someone with a university degree in a relevant field or equivalent experience. You have experience in business development, needs capture, and work in early phases. Experience in procurement-related work, such as requirements work, is advantageous, as is project-related work such as formulating business cases, benefit analyses, and benefit realization. Having an understanding of IT and digital development is valuable for this role. Furthermore, experience in process development and establishing common working methods is advantageous, as is work in collaboration environments between multiple organizations. Experience in capability mapping and work with a holistic perspective on business development is also seen as an advantage. Additionally, experience in managing initiatives or establishing management models is advantageous. You also need to have a good understanding of public operations. To function in this role, you need to have good communication skills in Swedish, both spoken and written. We are looking for someone who is confident in dialogue with different operations and who has the ability to guide others from quick solution ideas to shared needs understanding. You are trustworthy, pedagogical, and attentive in your collaboration and communication. You thrive in complex situations and have both structure and drive in your work approach. You are methodical and organized, but at the same time pragmatic in how you tackle different challenges and needs. You have good analytical skills and are accustomed to working with data and producing decision-making documents. At the same time, you find it easy to see the bigger picture and understand complex relationships. You are a communicative person who has the ability to create engagement at different levels in the organization. Furthermore, you are driven and responsible, with the ability to work both independently and together with others. About Us Höglandets IT is part of Höglandsförbundet and is responsible for development, operations, support, and management of shared IT services for member municipalities Aneby, Eksjö, Nässjö, Sävsjö, and Vetlanda. Through collaboration, we create better conditions for quality, efficiency, and long-term sustainability in the municipalities' operations. We operate close to operations in areas such as education, healthcare and social services, community development, culture and recreation, as well as municipal management. Good to Know Interviews will be held in August. The position is based in Eksjö; travel between Högland locations may occur. There is an opportunity to work up to 50% remotely.
