We are now looking for an experienced portfolio strategist who will have a key role in creating oversight, structure, and governance of the municipality's combined project and investment portfolio. The municipality has started work on developing comprehensive portfolio management for investment and community development projects. The aim is to create a shared overview of ongoing and planned projects and strengthen prioritization, coordination, and long-term financial management. The work includes developing shared prioritization principles, clearer project management according to the PPS model, and more cohesive monitoring of investments' financial and operational consequences. The goal is to create better conditions for good financial management, efficient resource use, and strategic planning over time. Work Tasks We offer a strategically important role where you will develop and coordinate the municipality's portfolio management of investments and projects. You will be part of an organization with high ambitions regarding good financial management and long-term community development. You will drive the work to create a municipality-wide overview of ongoing and planned projects and programs, and strengthen prioritization, coordination, and long-term financial management. The role involves developing and following up shared prioritization principles, clearer project management according to the PPS model, and more cohesive monitoring of investments' financial and operational consequences. The assignment is largely in its development phase, where you will have the opportunity to establish working methods, structures, and tools for more integrated and efficient project management. About the Workplace The Municipal Administration's mission is to lead, coordinate, and follow up on the municipality's operations. We ensure that the municipality functions efficiently and that residents receive the services they need, while supporting elected representatives and administrations. The role will be located within the centralized finance department, which consists of four units: Accounting, Management Support, Payroll, and Procurement. The department has approximately 40 employees. You will be placed within Management Support, which is a support function primarily for managers throughout the municipality and especially within financial areas. The Management Support team consists of controllers, economists, statisticians, and a location strategist. What We're Looking For in You To succeed in the role, you have: We are looking for someone who has: Higher education or equivalent experience that the employer considers equivalent Several years of experience as a project manager Several years of experience in project management and/or portfolio management Experience with large projects, preferably in real estate, community development, or infrastructure Good understanding of different project phases – from early stages to implementation Experience working according to established project models, such as PPS or similar Experience preparing analyses, reports, and decision-making materials Familiarity with working with or implementing digital tools for project or portfolio management It is meritorious if you have experience from the public sector or politically governed organization.
