Since July 2025, Boverket is also an emergency preparedness authority within the emergency preparedness sector for industry, construction, and trade. Boverket has its headquarters in Karlskrona, with a smaller office in Malmö. Your Role with Us Are you a lawyer interested in emergency preparedness issues? Boverket is currently seeking a lawyer for our unit for emergency preparedness and market control. We offer varied work tasks and belonging in different teams consisting of lawyers, engineers, and other experts as well as case handlers. In the teams, you are expected to contribute based on your competence and experience to jointly find solutions to complex issues and create common deliverables. You will work, among other things, in a project on legislative preparedness within the construction and infrastructure sector where you, together with project managers, lawyers, and experts, identify obstacles in current legislation and identify needs for changes, for example due to Sweden's NATO membership or EU law requirements. Based on these analyses, the team then develops prioritized legislative proposals aimed at facilitating crisis management, faster reconstruction, and more efficient coordination between actors. The work takes place in cooperation with public and private actors. Your work tasks also include work on supply chain preparedness within the construction and infrastructure sector. Supply chain preparedness is a central part of actors' emergency preparedness planning and Sweden's development of total defense, and is a prerequisite for society to continue to function. Access to building materials, work machinery, and services is necessary to enable construction, repair, clearing, and restoration of, for example, socially critical functions. You will, together with the teams, investigate legal issues in the form of possibilities, limitations, agreements, and more. Your Competency Profile We are looking for someone with current and relevant experience in legal work and a strong ability to reason, evaluate, and develop legal issues. Preferably, you have worked as a lawyer within state/municipal activities, or as a consultant in the private sector with corresponding issues. You have good knowledge of administrative law. Fundamentally, you have a law degree or other relevant legal academic education. We value it if you have one or more of the following experiences: relevant work within state or municipal administration, emergency preparedness issues, security vetting of this type of matters, legislative drafting/regulation work, work with investigations and investigation methodology, notary qualification. To thrive in the role of lawyer at Boverket, you need to be able to work in a goal-oriented and structured manner, have a strong ability to work in development projects with moving targets, be analytical, have good self-leadership and good collaboration skills. Some work tasks occur in teams and other parts are done independently. This requires that you have your own drive and good initiative to contribute to the team reaching its goals. Since you will be working on emergency preparedness issues, it is also of great importance that you are thorough and security-conscious. The work tasks include both advisory work and authority functions, which require factuality, professionalism, and a high degree of service. You also need to be able to communicate clearly and pedagogically in speech and writing in both Swedish and English. We place great value on these personal abilities. The position is a permanent employment at the headquarters in Karlskrona with start date by agreement.
