DUTIES We are looking for a staffing planner with expanded responsibility as a project manager for the implementation of a new scheduling and staffing system. The role involves a combined operational and development-focused assignment where you both ensure functioning daily staffing and drive the development of long-term sustainable working methods. You will have a central role in the department's change journey and are responsible for developing and establishing future working methods within staffing and scheduling in close collaboration with colleagues and operations. The assignment will gradually evolve from a more traditional, operational staffing planner role to a more strategic function with increased focus on analysis, development, and long-term management of staffing and scheduling processes. The position is placed within the Social Services Department's Support and Development unit. We work across the department in three main areas: digitalization and welfare technology, finance and procurement, and staffing and competence supply. Here you will work in an environment characterized by collaboration, development, and a shared focus on the operations' long-term needs. Your main responsibilities The role combines operational staffing work with development and project management. Your expanded responsibility as project manager runs from autumn through next spring. You lead and coordinate the implementation of a new scheduling and staffing system. You ensure structured implementation in the operations through planning, implementation, and follow-up, and are responsible for training efforts and user support. In parallel, you work with analyzing, developing, and improving the unit's internal work processes within staffing and scheduling. Together with colleagues, you identify development areas and contribute to creating efficient, consistent, and sustainable working methods supported by the new system. The role also includes operational elements where you work with scheduling and substitute staffing. This provides important understanding of the operations' needs and forms a natural foundation for the development work. The assignment includes, among other things: • planning, coordinating, and following up system implementation. • developing working methods within staffing and scheduling. • working operationally with scheduling and staffing. • contributing to the development of routines and processes. • creating commitment and participation among managers and employees. QUALIFICATIONS Who are you? We are looking for someone with good analytical skills who can see connections between operational needs, finances, and staffing. You have a holistic perspective and the ability to translate complex conditions into sustainable and efficient solutions. You work in a structured and methodical manner, with the ability to analyze the current situation and contribute to forward development. At the same time, you thrive in a role where collaboration is central—you are attentive, contribute to dialogue, and share your expertise in collaboration with managers and colleagues. You have the ability to create understanding and anchor new working methods in a pedagogical way. You are self-driven and responsible, with the ability to hold processes together and contribute to progress even in changing circumstances. You are solution-oriented and have an interest in development, while remaining open to testing and further developing working methods together with others. You have good communication skills, both verbal and written, and adapt your communication to the target audience and situation. The role involves many contact points and parallel assignments, which means you need to thrive in a varied workday where collaboration, change, and development are a natural part. Requirements: • Have experience with scheduling and staffing work, preferably within public operations. • Very good digital skills and experience working with digital staffing systems. • Have good knowledge of employment law and agreements such as ATL and AB. • Have experience with change management, project management, or driving development projects. • Very good ability to communicate in Swedish, both verbally and in writing. Merits: • Post-secondary education in areas such as recruitment, staffing, HR, organizational development, or similar that the employer deems relevant for the position. • Experience from care and social services operations. • Experience with AI-based tools and their use in system and development work.
